When will the Resettlement Bill of Jammu & Kashmir embly be implemented ?

In 1982, Dr. Farooq Abdullah introduced a bill in J & K embly, known as Resettlement Bill or Bill No. 9, according to which, persons who have left Jammu & Kashmir state & fled to Pakistan & Azad Kashmir in 1947 during rioting period for safety, can come back to their actual homeland. That was as per International Law & UNSC Resolution dated 5 th January, 1949 too. In 1947, Dogra Army, ordered by Maharaja Hari Singh, together with RSS, Hindu Mahasabha & Akali Sikhs killed many hundred thousand Muslims in Jammu, Udhampur, Rajauri, Poonch & Kathua of entire Jammu zone. Many hundred thousands left & reached Pakistan. This has been well described in books: 1. Danger in Kashmir : Joseph Korbel, 2. Horned Moon : Ian Stephen & many others. Indira Gandhi opposed that move in 1983 election rallies. Few years ago, Indian Supreme Court put breake on that, violating basic laws of justice, i.e., murdered justice. People are still waiting to comeback for last 61 years. When will they come back ?
